Can reproduce it in Drawing with DEV300m37 on WinXP and Fedora

How to reproduce it
1 Create a new Drawing document
2 Insert - Layer - OK to insert a new layer named layer4 by default, select
this new layer, right_click and choose rename layer, delete the name of the
layer, now click save button or open button on the standard toolbar, drag
save or open dialog to the edge of file, check

Result
Modeless dialog (refer to attached picture) stay in the middle of file

Expectation
There is a model dialog but not a modeless dialog on WinXP. Even so, like on
linux, click ok on model dialog and then find that Open or Save actions go on
carrying out, I think that renaming for layer should go first.
Further more, Words on that modeless dialog are not suitable, I think
