I can add a bit to rainerbielefelds observation (OOo300m9 Build9358 on 32-bit
Vista):

when you enter something like "=12:00" the same error is thrown, but revisiting
the cell dislpays "=12:0". The trailing zero is truncated.

When you enter something like "="12:00"" (time in quotes)the string is
interpreted as text (left align with STANDARD number format), on the other hand,
entering "="5:00"+"1:00"" the expression is calculated to 0,25, the decimal
value for 6:00
