The width of the writer window in web layout should be adjust to the outer frame of the OLE object not to the inner area, when the OLE object is in editing mode. I work with OOo3.0 on WinXP. You can resize it (in editing mode), if you move the object to the right. That is possible with the upper edge. Then you can access the left handle to reduce the width.
