(One would say that the "real" position in the document matters, the other one would say that the anchor matters.) But, the current numbering implementation is not intended to create a consistent numbering for paragraphs inside different text frames. High effort is needed to achieve this. I have to admit that currently such a high effort does not correspond to the benefit. Thus, I am lowering the priority.
