I had a look at your example and yes, I think the current algorithm to layout footnotes is not optimal here. What happens is this: The paragraph is formatted and when the footnote portion is reached, the footnote is formatted. The available space for the footnote starts at the bottom of the line containing the footnote anchor. So after formatting the footnote, the rest of the paragraph is formatted. Since all of the remaining space of the page is occupied by the footnote, the second line of the paragraph has to be shifted to the next page. Then the widow/orphan control is triggered which forces the entire paragraph (including) the footnote to the second page. Although I agree with you that the result could be better, I have to be honest: I don't expect this to be fixed (or changed) soon.
