Therefore there is less available space to add. If this available space is smaller than the minimal kashida width, we should get the blank justification. Additionally in this specific case, I also suspect a font fallback issue. The document shows the Nazli font as the current font. However, your screenshot doesn't look like Nazli, so you certainly don't have that font installed.
