Arguments against this:
- Examples like F5, F11 or Ctrl+F are reserved shortcut that only call those
panels/dialogs -> they cannot interfere with other functions in the software
having the same shortcut (unlike mnemonics in a dialog, using Alt+letter)
- Those pane/dialogs work like a toggle ON/OFF
- For usability and further more accessibility reasons it is needed be able to
open and close those dialogs easily with the keyboard when the focus/cursor is
not in them. Without those toggle shortcuts the way to close them would be 
unusable.
