Mousewheel scrolling by 3 rows is not usable! Especially when row height is
large and screen contain only 1-2 rows.

3 lines per wheel per notch - this settings in "Control panel"/mouse/wheel

But this is comfortable for LINES OF TEXT, but not for ROWS WITH MANY LINES OF
TEXT! 

I suppose to take into account the row's text line count when scrolling by mouse
wheel and move up to 3 lines of text nor 3 any rows.

for example, if row's line counts that is on the top of the screen is 1,1,1 etc
we need to scroll for 3 rows. But when there are 2,2,2,2 - we need to scroll 2
lines for first row and 1 line from second. In case we can't stay in half of
row, really we scrolled for 2 rows that is 4 lines of text. It's ok. When there
are rows with 3 lines - we scroll just for one row. When there are row with 10
lines of text we must scroll them for 3 lines, but can't stay in half of row and
scroll them fully - result is move by one row.

In case of long wheel rotating with many notch without a break we can handle
each notch as described, and i think it will be felt OK.

P.S. But if spreadsheet scrolling can be transformed to smooth scrolling as it
work in writer - without archaic cell snapping, that haven't any reasons to use
in modern computers - it is be very good usability improvement!
