Comparing with other applications, the correctness/wrongness is debatable.
Below, the feedback that I have offered to Apple with reference to their
guideline:

This guideline is inconsistent with behaviour in various Apple applications.

paragraphs below (the second of which is a blank line that includes a tabulated

combinations:
• first, to the end of that paragraph (correct)
• next, to the blank line (contradicts Apple guidelines).
This behaviour is remarkable in various applications including but not limited
to Mail, Safari and
TextEdit so it seems that the guideline is open to misinterpretation.
