I worked with my normal user account (German Windows account type "Hauptbenutzer"), with write access to the whole file system. After several minutes of download the attached dialog appeared and told me, that I have not the sufficient rights to update OOo-dev. For me, this is a very bad user expirience. Because I had to wait several minutes for the download, and then the installation failed. I suggest to change the behaviour in one the following way: -Show the download button only to users who have the sufficient rights. -If the users searchs for updates by 'Help->Search for Updates', they should be informed that they have not the sufficient rights.
