Here I find an issue when distribute rows equally for tables.
The steps to reproduce it are as follows:
1.Create a new writer document;
2.Insert a 3*3 table;
3.Insert a 1*1 table in the cell A1 of table inserted in step 2;
4.Select cells B2 and B3 of the outer table, and then 
do optimize - distribute rows equally;
5.We can see that the heights of Row 2 and Row 3 are changed, the same
as Row 1.
In fact, the heights of Row 2 and Row 3 are the same. So when we distribute
these 2 rows, nothing should happen.
