I strongly recommend that OOo be allowed to use *any* recognizable keycode,
beyond just Ctrl, Alt, and Shift.  I regularly make use of the Win and Alt-Gr
key modifiers, for instance.  

Concerns about desktop environments or window managers catching the keypresses
could be alleviated simply by notifying the user that this might happen.  If
someone is going so far as to customize their keyboard input, they are very
probably already savvy enough to deal with such concerns, provided they have a
hint at where to look to change their system settings.  

Another option for avoiding key combos that the DE or WM catch instead is to
have the user input the desired key combo in the dialog -- I believe this is
what MS Word already does, and is also what the KDE config dialogs do.  If the
desired key combo produces a strange effect instead of appearing in the OOo
dialog, it's pretty clear that that key combo is being caught.
