RESOLUTION:

I would suggest that OpenOffice.org can mark this issue as "WONTFIX".

I have determined that the "Jerky" GIF animation I observe, is ONLY present
while I am viewing the slide containing the animated GIF, in the Impress edit
window ("Normal" tab).

The animation operates "Smoothly", with CORRECT frame durations, when I view the
slide containing the animated GIF, either:

(1) As a slide show within Impress (by pressing F5), or

(2) As an MS PowerPoint Viewer slide show document (generated by Impress => File
=> Save As => Save as type: Microsoft PowerPoint 97/2000/XP(.ppt)).

STEP-BY-STEP INSTRUCTION TO OBSERVE "JERKY" ANIMATION VS "SMOOTH" ANIMATION:

1. Open file "ITS-ETO -- PEO -
Engineering Innovations Forum 2009 - Presentation - Slide 23 -
20090304_pck_ch10.odp" in OpenOffice Impress 2.4.1.

2. Notice the animated GIF image, which is composed of the following STATIC
elements:

(2.1) One gray horizontal background rectangle (representing two highway lanes),

(2.2) Six small rectangles (representing vehicles traveling left-to-right), with
three vehicle rectangles (blue, amber, green) on the upper lane, and three
vehicle rectangles (green) on the lower lane.

(2.3) 27 small dots (representing pavement-embedded signal lights), evenly
spaced along the two highway lanes, with 14 signal light dots visible on the
upper lane, and 13 signal light dots visible in the lower lane. The dots are
coloured variously, blue, amber or green.

3. Notice the ANIMATION action, which simulates selected signal lights, either
momentarily flashing brightly (by a larger coloured circle), or momentarily
going off and then on again (by a momentary transition to black colour). The
animation proceeds first through the upper lane and then through the lower lane:

(3.1) UPPER LANE ANIMATION:

(3.1.1) 3X Blue Single-Flashes -- of 3 single signals to right of blue vehicle,
in left-to-right order:

==> PROBLEM: The duration of the SECOND blue flash is too LONG. All three
flashes should be of exactly the same duration.

(3.1.2) 3X Amber Double-Flashes -- of 3 single signals to right of amber
vehicle, in right-to-left order:

==> PROBLEM: The SECOND amber double-flash appears as a SINGLE-flash.

(3.1.3) 1X Green Off-On -- of two signals in unison, to right of green vehicle:

==> NO PROBLEM: Both green signals transition momentarily together to black 
colour.

(3.2) LOWER LANE ANIMATION:

(3.2.1) 1X Green Off-On -- of two signals in unison, to right of green vehicle:

==> NO PROBLEM: Both green signals transition momentarily together to black 
colour.

(3.2.2) 1X Green Off-On -- of two signals in unison, to right of green vehicle:

==> NO PROBLEM: Both green signals transition momentarily together to black 
colour.

4. To view the animation operating correctly with "Smooth" action, press the F5
key to view the Impress slide as a slide show:

(4.1) UPPER LANE ANIMATION:

(4.1.1) 3X Blue Single-Flashes -- of 3 single signals to right of blue vehicle,
in left-to-right order:

==> NO PROBLEM: The duration of the three blue single-flashes is identical.

(4.1.2) 3X Amber Double Flashes -- of 3 single signals to right of amber
vehicle, in right-to-left order:

==> NO PROBLEM: All three signals show double-flashes.

(4.1.3) 1X Green Off-On -- of two signals in unison, to right of green vehicle:

==> NO PROBLEM: Both green signals transition momentarily together to black 
colour.

(4.2) LOWER LANE ANIMATION:

(4.2.1) 1X Green Off-On -- of two signals in unison, to right of green vehicle:

==> NO PROBLEM: Both green signals transition momentarily together to black 
colour.

(4.2.2) 1X Green Off-On -- of two signals in unison, to right of green vehicle:

==> NO PROBLEM: Both green signals transition momentarily together to black 
colour.

It appears to me that, while in edit mode, Impress may have complex
multi-tasking activity going on, that interferes with the timing of the
operation of the GIF animation, making it appear "Jerky".

This animation "Jerkiness" in Impress edit mode is NOT A PROBLEM, as the
animation does operate "Smoothly" when the Impress document is viewed as a slide
show (press F5 key in Impress, or Save As an MS PowerPoint document and view
with PowerPoint Viewer).
