It's a P1 if it's impossible to work with this problem and if there no easy workaround. A P1 demands quasi instant attention. CRLF are nuisance, granted, but no P1 as there is an easy workaround. Also please file these bugs to the developers with the broken editor settings. The SCM has nothing to do with it (we had in earlier times a hacked CVS client to prevent these things, but there is an agreement that we will not repeat these kinds of hacks for SVN or with any future DSCM).
