Summary: the original cause of this issue was that the application layer 
assigned all the extra-justification 
width to an innocent little diacritic instead of the fat consonant sitting 
right there waiting to be stretched... 
the fix was to retarget the extra-justification width to it

@hennerdrewes: with the fix deleted glyphs are not a problem anymore. Testing 
with other fonts resulted 
in a new issue 99367 though
