I want to remind you of two old issues, which are not fixed till this day.

In MS-Word it is possible to set a tab stop outside
the paragraph. So the tabel of contents look good:

      |<-left-justified tap stop
      |<-justified    paragraph     width->|
                      right-justified tab stop->|

1.1   This is a heading with very long text
      that needs two lines<tab>................1 

1.2   This is a heading with very long text
      that needs two lines<tab>................5

The Problem is that it looks like this in the Writer:

      |<-left-justified tap stop
      |<-justified   paragraph      width->|
                      right-justified Tab stop->|

1.1   This is a heading with very long text
      that needs two lines<tab>............
      ..................................  3

It is not possible to set a tab stop outside the justified paragraph.

Another way is this:

1.1   This is a heading with very long text that
      needs two lines<tab>...................  3

1.2   This is a heading with very long text that
      needs two lines<tab>...................  5

The page number overlaps "that" in the chapter heading.
           
I think "the only way" is the way used in MS-Word. There it is possible to set a
tab stop outside
the paragraph.

A special indent for the last line that can be longer ist "no" problem solving
because it cloud look like this:

      |<-left-justified tap stop
      |<-justified   paragraph     width->|
      |<-justified       paragraph       width->|

1.1   This is a heading with very long text
      that needs  two lines. This is a problem 3

So you have no jusified paragraph.
