The implementation trick that these glyphs usually have a zero-width doesn't escape to the outside, so it is good enough. It would be cleaner from the "interface vs. implementation" perspective though. See my OOoCon2008 talk about the Aqua port, where a lot of problems had their root cause in ancient implementation tricks having escaped and were used all over the place.
