In the default installation OOo Dev installation sets do not write any key into
the Windows registry. This is necessary to avoid conflicts with installed
products, that might be used for the daily work. If someone knows, what he is
doing, the installation can always be done with the parameter WRITE_REGISTRY=1,
which leads to the full system integration of the OOo Dev. But I think, this is
to dangerous as default behaviour.
So please feel free to use:

setup.exe WRITE_REGISTRY=1

or

msiexec.exe /i <msidatabase> WRITE_REGISTRY=1
