Writer, Base and Draw, obviously. Impress and Math don't have margins. 
Admittedly Calc has non-standard margins in print preview, sorry about that, I 
didn't mean those.

The new margin guide does not follow the mouse pointer and when the button is 
released the margin isn't set to the mouse location. What else could I 
possibly mean with dragging margins not working properly?

1) Open Writer, a Base report, or Draw.
2) Pick up a margin on the ruler, start dragging it.
3) Scroll using the mousewheel so that the place where you want the margin is 
in view.
4) Drop the margin.
5) Be disappointed.
You could have confirmed this for yourself in like 30 seconds; all the 
information you needed was in the original report. I find it really sad that 
instead you just closed-invalid'ed it which didn't help, took you more time, 
and takes me more time.
P.S. I'm using 3.0 now and the bug is still there.
