I have confirmed this bug still occurs. I am running open office 2.4.1 on
Windows 7 Beta. I tried the example attached and it occurs, but slightly
differently as shivjin mentioned, the bug occurs before cutting, meaning when
the graphics are all selected and then cut, the last graphic remains, so it is
never cut. 
 
I also tried making two of my own files to confirm this. The first one, called
“my random graphics test.odt” does not cut or paste the first graphic. That one
I think can be explain by where the cursor can be located on the document. If
you try to place the selection cursor above the image, it does not allow you to
do so, and in turn, does not cut the first image. 
 
However, in the other file I am attaching called “my random graphics test
2.odt”, I purposely place the first graphic below the selection cursor, and when
you cut the image, the last one is not cut or pasted this time. However, this
image is placed below the furthest point the selection cursor can go, therefore
does not cut that picture either. 
 
After doing this, experimenting with the placement of the images relative to the
selection cursor, I went back to the original file posted by vogella. I noticed
the selection cursor is exactly one line below the last image. So I tried adding
a few more lines by way of the enter key, and it cuts the last image and also
pastes it. 
 
I tried going back to the two files I made, and placing the cursor just one line
below the image, and once again, it will not cut the image or paste it. 
 
So there is a work around I think, however there is still some errors in regards
to where the selection cursor and the images are placed.
