I successfully replicated the bug in Open Office 2.4.1 on Windows XP
Professional running service pack 2. I’ve tested it with the file the original
poster has supplied. Adding one character, space or any more text throws of the
word count by a huge margin. The initial character count is 69954 and the word
count is 9630, but if you add a character to the end of the document, the
character count dips to 69287 and the word count also goes down to 9547. If you
delete this extra character, the word and character count only decrement by one,
so it seems to be an issue when the document is first loaded. Typing and
deleting any amount of characters after the initial huge dip for the counts
works fine. 
 
I tested inserting a character in a random spot in the file, and the same
symptoms reappeared. I also added a single character, and saved the file after
the miscount occurred. When reloading the file, the word count appeared to be
9547 and the character count was 69287, and adding more characters or words did
not pose any more problems. I even tested adding a single character to force a
miscount, then deleted it, and saved the file. When reloading this new file, the
word count did not appear to be faulty. I also tried taking the original file,
and using the save-as command and saved it in a different location with a
different file name. I ran the same tests on it, and the exact same symptoms
occurred, so it appears to be only the original file that was posted that seems
to be prompting this bug. 
 
The last test I ran was making my own file. I copied and pasted random text to
drive the character and word count high, to around 70000 characters. This did
not prompt the error, and hence I conclude that it seems to be something
specific to the original file.
