The probable cause is that justification is not performed for the ink-extents 
of a line, but for the 
logical-extents. This effect can also be seen in latin script, e.g. for slanted 
fonts (e.g. the 'f' in Zapfino). 
AFAIK all text layout processors justify the logical-extents instead of the 
ink-extents.
