Chinese character "真" means "true". OOo treats a cell containing this character
only a "boolean value" cell. If you forcibly change the format (by using "Format
Cells" to any category other than "boolean value", it will be changed to "1". It
seems that there is no way to input "真" as text in a cell.

It's the same for "假" which means "false" in Chinese.
