Fiddling around in lingucomponent might be the place to start. (though I think that at the moment some languages that *don't* have any territories already work without a territory mentioned) e.g. ia.dic or eo.dic should be detected as Interlingua and Esperanto so maybe it already works, or nearly works) Making any modifications to e.g. OOo might have to be equally made in e.g. firefox etc, to get a similar effect.
