This issued appeared before (#88582) but was fixed. It is working fine in OpenOffice 3.01 (OOO300m15 Build 9379). I have looked at the keyboard shortcuts (using Tools->Customize) and it seems that Cmd+Space is listed but not mapped to anything. Same for OpenOffice 3.01 except that in 3.01 it is not captured and I can switch Languages.
