I think, it was an error to delete the rectangle toolbar as you can see here,
looking at the votes and duplicates.
I have attached a patch to enable the flowing window and I have attached the
deleted regtangles.xml to fill the toolbar.
The patch is made against CWS odff06 which is based on DEV300m43, but it is one
short section of code, that you can easily apply directly by copy&paste to any
other version.
The regtangles.xml file has to be copied to
sd/uiconfig/sdraw/toolbar
and
sd/uiconfig/simpress/toolbar
respectively.
