We checked the IP(64.79.150.245) & the problem is that owner of this server (IP)
didn't configure DNS correctly.

There is no reverse DNS record for 64.79.150.245 IP.

$ host 64.79.150.245
Host 245.150.79.64.in-addr.arpa not found: 3(NXDOMAIN)

Without reverse DNS records, CollabNet anti-spam appliances won't accept
connection. No reverse DNS records is common sign that remote server 
is spammer. If this is legit user, there must be reverse DNS record
present.

RFC 1033 in the "INSTRUCTIONS" section, and later, RFC 1912 Section 2.1 state:
"Every Internet-reachable host should have a name "; and "make sure your PTR and
A records match".
