MRU is right.
The current implementation of "Numbering On" applies hard-coded number format
"1, 2, 3, ..." to the outline numbering, when the heading paragraph is included
in the outline numbering. There is no check, if the outline numbering on the
respective outline level already has a number format. This needs to be
corrected.
I will try to consider a fix for OOo 3.2
