I guess ENHANCEMENT is the right 'Issue type' for this issue.

Load an OOo-document (I used a .odt-type file). Choose 'Save As' from 'File' 
pull down menu. Choose Filetype HTML-document. Hit 'Save'.

The resulting HTML-file includes the following line:

        <TITLE></TITLE>

It would be very nice either if the user was prompted for a title or the 
programme automatically tried to insert a meaningful title here.
