Being of sound mind and good character and fully in the knowledge that session
management will eat my brain...

If we have the gtk quickstarter feature enabled in the builds and...

launch e.g. writer, enable quick starter, close writer we now just have the
quickstarter running in the panel.

If session management is enabled, and we log out and log in, we will get the
quickstarter running in the panel (which happens though an alternative mechanics
of xdg .config/autostart), but we will *also* get a toplevel window window
because we will have sent various SM messages to the effect that "we are running
during exit, so please launch the start-me-up command on re-login"

Attached is an attempt to do the right thing and ask not to launch the
registered start command if there are no visible frames on exit, which gives the
right effect for me.

(Admittedly, everyone's session management is sort of broken in some way or
another so it's hard to test this, but FWIW
a) https://bugs.kde.org/show_bug.cgi?id=190811 to fix KDE's SmCard8 type
b) http://bugzilla.gnome.org/show_bug.cgi?id=580411 to get gnome-session to do
what I think is right)
