I have the same problem on Mac OS X 10.5.6 (English environment, OOo 3.0.1 
Build:9379 English version). 

I can open Chinese filenames about 3 months ago, but it doesn't work anymore 
from one day, keep 
alerting "xxx/xxx/xxx.doc (or .xls) does not exist".  It happens when opening 
files named with Chinese 
characters and files store in a folder named with Chinese characters (even the 
file name is in English).
