I tried this on several computers and the problem persist at all of them. As ES wrote I tried to open a file, did nothing except Tools-Update-Update All, waited for few seconds and tried to cut some text and scroll down with the mouse wheel. Try this bigger file (attachment). It is enough to scroll one page and wait. After 1 second you will be thrown back to the line where you have cut the text (probably because the cursor is still on this position). This means OOo does not "remember" that after cutting some part of the text you have scrolled down. Instead if you scroll down after you were thrown back, everything works fine. By trying this it is necessary to start scrolling (it is enough to make 1-2 moves on the mouse wheel and wait) immediately after cutting the part of a text. If you start to scroll after 1-2 seconds everything works fine...
