if one adds a toolbar item using OfficeToolbarMerging via extension mechanism,
for example adding "Print File" to the "Standard" office toolbar:

<prop oor:name="URL">
<value>.uno:Print</value>
</prop>
<prop oor:name="Title">
<value>Print File...</value>
</prop>
</node>
a user cannot customize (e.g. hide) this item.
i would expect, if i do not use " oor:finalized="true" ", it should be possible.
