You have install the 3.0 SDK in the base layer dir of your 3.0 office
installation. If you run a default installation this directory should be the
default. In a custom installation you have to select the base layer dir
manually. I think it is at least described in the release notes.

For example under Linux it is /opt/openoffice.org/basis3.1/sdk. Try to install
the SDK in this location. If you want you can submit a new issues that the
install guide of the SDK have to changed.
