1) Put any graphic into a Writer file or open the attached small test file.
2) Change the anchor mode from paragraph to page, then to on the character and 
eventually to as character and look at the presentation of the graphic. When 
you change the anchor mode to as character the graphic gets an outline what 
cannot be removed by the properties of the graphic.

It is not nice to be forced to get a graphic element what is not desired by the 
user. Because this element is displayed without being desired, because it 
cannot be removed and because it is not displayed with the other anchor modes 
it should be regarded as bug. If you think that it is important to display an 
outline with the anchor mode "as character" then implement this outline as 
property of the graphic so that it can be removed by the user.

I think this outline should be completely omitted. If anybody wants an outline 
this element can be set by the properties of the graphic.
