In former versions of Excel it was not possible to define a validity list source
on another sheet, therefore OOo does not export it, see issue 76535. But now
Excel2007 does support such lists in documents in xls-format too. Therefore OOo
should now export the list in xls-Format. I'll attach such a file, which was
generated with Excel2007. If you import the file, OOo gets the validity list
correctly.
