I can see disadvantages to localizing shortcuts. Consider the normal Ctrl-X, Ctrl-C, Ctrl-V trio: they are not really an abbreviation for anything; a user just has to learn it. What makes life easy for a user is that most apps use the same shortcuts. I think it would make life more difficult for most Thai users if OOo used Ctrl-à, Ctrl-à, Ctrl-à when everywhere else in Windows Ctl-X, Ctrl-C and Ctrl-V are used.
