I'm asking what might be a naive question:   I can understand how bold, italic
and overline required OASIS specifics.  They are not part of the physical text
and need a definition for storage.

But as I understand Sentence Case, it's not an attribute; but instead is
physically changing the text characters which can then be saved correctly.  What
conceptual failure I had? :)

What you are describing sounds more like:
<sentencecase> here is foobar text </sentencecase>

But I didn't picture it working that way.
