I am using 3.1.0 in Linux and I don't see any way to control the default behavior of collate user-wide, printer-wide, or system-wide. It is currently hard-coded to be ON and the user can only temporarily turn it off. Now, you might have some type of different option under some other OS (MSWin/MacOS) but not under the latest OO running under Linux.
