A screenshot is attached to show the problem. This bug has applied to all databases and forms that I've tested. When I create a new form using "Create form in design view", the Form Designer window itself suffers from the described problem, and is thus unusable. When I choose "Use wizard to create form", the Form Designer (behind the Wizard) shows the form correctly; however when the wizard completes, and the form is subsequently opened it now suffers from the described problem.
