Attaching a sample document as requested.  The process:

1. Left click on the image in the document.
2. Left click on one of the graphical callouts in the document.

What is expected: The callout is selected
What happens: The callout is not selected

In order to select the callout, you either have to deselect the image and then 
click on the callout, or 
control/command+click the callout.

This is a fairly minor thing, except that I had no idea about that key command 
in the first place and 
would suggest that most users don't know about it either.  Having the layered 
objects on top may lead 
to a lot less frustration time.
