The app feld states Spreadsheet, but the behavior described is the current one of Impress. I think tables in Impress and Calc behave differently, because cell traveling in Calc is not possible if a cell is in edit mode. Tables in Impress are more like tables in Writer - both do not know an edit mode. If you compare Writer and Impress, the cell traveling behavior in Writer travels to the same character position in the cell above/below.
