We introduced that behavior due to complaints from users of the Unix platforms that always grabbing the focus is against the platform rules. It's up to the window manager passing the focus to a window or not passing it. Applications must not steal focus. I agree that this can be confusing for users, that's why I mentioned that we already discussed and agreed that an option might be fine (with whatever default). But it's clearly not a defect as we just are good citizens on the platform we are using.
