Using this will in effect bypass the default template configured by the user, it will ignore/reset language settings, etc. If there was a special filetype that would cause OOo to replace the file with a default template when opened, then OK, but having static documents serve as template is a waste. see also issue 101555 for an example why this is a bad idea. So when there is a dummy-file that is immediately replaced by OOo with the default document (i.e. the very same you get when creating a new document within OOo), then OK.
