I can also reproduce your observation that "File - Open" "ignores" the new setting. The problem is that this "works as designed" as the file dialog by default uses the last used document path. If the last used document path is not set "My Documents" is used as a fallback. Normally this doesn't happen as most users had already opened a file before. I think there is an acceptable enhancement for this situation which resets the last used document path whenever the user changes the "My Document" path.
