== Background ==

On Windows, many locale settings, including, but not limited to: decimal
separator, list separator, date separator, date format, time separator, time
format, currency decimal separator, currency format -- are configurable
independently of the general "which country are you in and what language do you
speak" locale setting. One can have Russian locale and customize decimal
separator to dot, list separator to comma, and date format to yyyy-MM-dd.

OpenOffice ignores these customizations, taking only the base locale into 
account.

I am filing this in Spreadsheet/open-import, but really it is a global lack of
feature affecting all of OpenOffice on Windows.

its preferences: [Russian]

== Impact ==

* Numbers entered with the local decimal separator (dot) are interpreted as
strings, and in specific cases as dates.
* Strings consisting of digits and containing a comma are interpreted as decimal
numbers.
* Dates entered in the local format (ISO 8601) are interpreted as strings.
* CSV import seems to be *the* favorite issue here.
* In Writer, formula fields display their results using comma.
