I checked with 2.0 (1.9.m79) (German) WIN XP: [680m79(Build8876)] and can
confirm the Problem.

Works fine with (German) WIN XP: [645m52(Build8824)]

Steps to reproduce with attached Testkit:

0. Unzip attached Testkit
1. Open "Testfile.html" (created with MOZILLA) with your Browser and check link
   Expected: should open subdir1/Destination.html
   actual: as expected
3. close testfile
4. Open Open "Testfile.html" with OOo 680m79 (or later) as HTML-Document
   check Link!
   Expected: should open subdir1/Destination.html
   Actual: damaged link as reported
5. Save (as I did as "TestfileWitzOOo2B.html")
6. Open your saved testfile with OOo or Browser
   Expected: should open subdir1/Destination.html
   Actual: damaged link as reported.

This seems to be different from those "relative hyperlink becomes
absolute"-problems, but might be related?
