You are right. "UTF-8Special" isnt a valid encoding identifier in java. But
nevertheless it's not your problem. Sometimes before I've recognized that java
doesnt check the encoding completely right. We got several broken builds with
damaged encodings. So I've implemented my own "UTF-8" encoding check and named
it "UTF-8Special". This identifier isnt transported to the java core ... it's
used inside this tool only. And broken build's for wrong encoded filter
localzations are intended !

b)
You have to fix your encoding's. Afterwards the build will work as aspected.
It's no option to change the merger tool. Because then we will risk wrong filter
UINames ...
