mav->tm: Please verify the issue. The version check looks to be broke in master
( fixed in this cws as well ). So please check two following scenarios:
1) Open the attached bugdoc ( it is a fake ODF1.3 document ) in the fwk114
office. There should be the update message.
2) Copy the attached version of the Common.xcu to the user configuration, start
the office and open the bugdoc. There should be no more update message.
