This issue does not relate to opening a previous version file but the way 3.1 handles the object. I can re-create my problem from new in 3.1. Add a rectangle. A little bit below the rectangle add some text with the text tool. Escape. select the text object (so handles show) and right click. Select fontwork from the drop down menu. Select the lower arc. The text now shows as curved. Now select the text so handles show. The cursor shows as a move + with arrows. On my OOO 3.1 this move symbol is present when the cursor is over a wide area of the page. As the length (characters) of the text is increased the area of the page over which the move arrow shows increases. If the curved text is unselected, then clicking anywhere in the area where the move symbol did show will select the curved text and not any other object.
